PSPTB Seek To Produce More Professionals To Bridge Existing Shortage

THE Procurement and Supplies Professionals and Technicians Board (PSPTB) has conducted a country-wide survey to determine the shortage and unequal availability of professionals in different districts and councils.

The state-owned institution decided to run the vital exercise with an eye to help plugging the major gap that exists in availability of the vital experts across the country. 

According to the PSPTB Executive Director,  Goodfred Mbanyi, the Board has already communicated with the Finance Ministry, the President's Office (Public Service Management and Good Governance) and the President's Office (Regional Administration and Local Government) over the tall shortage of the vital professionals.

Among others, the intension is to it seeks permission to recruit the new qualified procurement experts to areas with major shortages.


"Despite the fact that Tanzania is currently facing a major shortage of professionals in procurement and supply personnel, it appears that some districts and councils are holding encouraging number of the said professionals than others, the disturbing unequal distribution which need to be addressed," he informed. 

Mbayi revealed the plans over the weekend in Dodoma Capital City when announcing results for the 27 examinations of the certified procurement and supply professionals (CPSP).

He observed, poor number of the relevant professionals is posing a major challenge of unprofessional handling of procurement and supply chain, the unwelcoming practice which is automatically sabotaging the government's pace and quality in executing diverse development projects.

"The government is injecting billions of money to districts and councils meant to support executing of developing projects, the huge tax-payers money which are likely spent unpatriotically due to absence of procurement and supply professionals," he informed.

Due to the ongoing challenging situation, he observed, some of the councils are being 'arm-twisted' to use unprofessional personal to handle the 'sensite' role of procurement and supply process, exacerbating to an array of professional abnormalities.


To help improve the situation, he said the Board was taking different steps, including attracting and shaping more eligible graduate youths to seat for the certified procurement and supply professionals (CPSP) examinations. 

Dwelling of the results of the 27 examinations of the certified procurement and supply professionals (CPSP), he said that, at least 307 candidates, out of 932 who conducted the high exams during November last year managed to score sartisfying passing marks.

The number of the qualified candidates, according to him, is equal to 32.9 percent of all candidates who conducted the examinations that are being coordinated by the Procurement and Supplies Professionals and Technicians Board (PSPTB).

However, Mbanyi unveiled that a total of 20 candidates have failed the exams completely, whereby 605 are due to repeat some of subjects which they scores below the set passing marks.

He encouraged the disqualified candidates to embark on earlier and fresh preparations in order to reseat for the vital examinations in May, this year, saying they still have an ample opportunity and ability to see the light of the day.

He named the subjects that most of the candidates have failed to score the recommended marks as Basic Commercial Arthmetic, Principle of Book- Keeping, Decision Making Techniques and Project Management.

"Some of negative factors that have propelled to weak results among the unfortunately candidates include poor preparations, lack of required techniques in answering questions as well as lack of proper center for acquisition of relevant professional training," Mbayi observed. 

He informed that admission for the new candidates who wish to undertake the vital exams, as well as the reseaters has been shelved to commence from January 22, 2024.

"The next examinations will be held from 13rd May to 17th, at diverse selected centers, including The Law School (Dar es Salaam), TIA-Mbeya (Mbeya), College of Business Education-CBE (Dodoma), SUAT (Mwanza), TRITA (Moshi) and the Center for Alternative Education (Zanzibar),"

"The PSPTB hereby wishes to encourage and direct the candidates who scored poorly to prepare effective in order to reseat the exams with sucess, but also we're appealing to the fresh graduates to register themselves in order to take the exams," the PSPTB director expressed. 

The Procurement and Supply Professionals and Technicians Board (PSPTB) is a government institution established by Act No. 23 of 22007. PSPTB is charged with the responsibilities of developing, monitoring and controlling Procurement and Supplies Professionals in the public and private sectors in the country.
